It could be a while...
The Daily News blogger, Liz Benjamin, has a note of caution for people eager for a final result in the 23rd CD. She reports there are over 10,000 paper ballots sent out from the 11 counties, just over half have been returned.
So, she says:
Unless the margin of victory for either Democratic candidate Bill Owens or Conservative nominee Doug Hoffman is 8,000 to 9,000, we're headed for a massive recount a la NY-20.

Elections officials will always tell you that the absentee ballot breakdown almost never vary significantly from the election day breakdown. The only exception is unless something unexpected happens at the last minute... which is certainly the case. The big question is how many absentees were returned before Scozzafava withdrew.
The late Dede withdrawal, as far as absentee ballots is concerned, should hurt HOffman, as those voters would not have been able to switch to the Republican and would not have heard that Dede endorsed Owens. So, if anything, the absentee ballot count should come in weighted toward Owens.

Owens won fairly convincingly. So much for those PPP polls.
